EECA 2024 office building energy label calculator

Under Malaysia’s Energy Efficiency and Conservation Act 2024 (Act 861), the person in charge of an office building in scope must apply to Suruhanjaya Tenaga for an energy intensity label every year. Enter the gross floor area and 12 months of energy to estimate the building energy intensity (BEI) and star rating with ST’s own formula and tables (GP/ST 48).
The building

Measured to the outside of the walls, leaving out car parks, stairs and lift shafts on floors other than the ground floor or lobby, and the other areas listed below.

GP/ST 48 doesn’t define “chilled water supply”: ask ST which table applies to your building.

Energy used over 12 consecutive months

Add up 12 consecutive monthly bills.

What the building used. GP/ST 48 doesn’t say how electricity exported to the grid is treated.

From outside the building, e.g. a district cooling plant. Chillers inside the building are already counted in its electricity.

Runs in your browser. We don’t receive or store the figures you enter, and Microsoft Clarity’s recordings (only if you accept analytics) mask them.

Enter the gross floor area and at least one energy figure to see the BEI and star rating.

An estimate, not ST’s label or a legal determination. Only Suruhanjaya Tenaga decides whether a building is covered (section 3(2)(b)) and issues energy intensity labels (section 10(4)): have your GFA boundary and energy figures checked by a registered energy auditor.

Which buildings need an energy intensity label

  • The Act covers buildings described in its Third Schedule (section 3(1)(b)), which lists one class: office buildings.
  • GP/ST 48 para. 4.1: an office building with a GFA of 8,000 m² or more, built or used solely for office purposes, subject to ST’s further determination, which considers the building’s specification or conditions, including the measuring point of the energy supplied to it.
  • ST decides whether a building is covered and sends a written notice to the person in charge: the owner, or anyone else who has charge, management or control of the building (sections 2, 3(2)(b) and 3(4)). The label duties count from that notice.
  • The Act applies to Peninsular Malaysia and the Federal Territory of Labuan (section 1(3)).
  • Hotels, hospitals, malls and other buildings aren’t on the Third Schedule. Whoever runs them comes under the Act only as an energy consumer, at 21,600 GJ or more over 12 consecutive months (reg. 3).

What the GFA leaves out

GP/ST 48 measures the gross floor area between the external sides of the walls, or the centres of party walls, and leaves out (para. 4.2):

  1. parking spaces and circulation areas, including mechanical or electrical spaces within the parking area
  2. open or covered parking outside the building
  3. staircases and lift shafts on floors other than the ground floor or lobby
  4. waiting areas for commercial vehicles unloading goods
  5. rooftop or podium gardens or recreational facilities for residents in open or semi-open spaces
  6. pedestrian pathways connected to the building or a transit station, including supporting activities
  7. pedestrian pathways within the building that work as public walkways

Where energy reaches the building through one or more measuring points, the GFA covers the floor area that energy is supplied to (para. 4.3.1). One meter feeding several office blocks in the same compound puts them all inside one boundary; two separate meters to two buildings make two (Figures 3 and 5).

GP/ST 48 star rating tables

Each band runs from just above the limit of the band before it up to and including its own. The kWh column is the same limit at 1 GJ = 277.778 kWh, as the tables print it.

Two stars is the minimum (reg. 12(1)). GP/ST 48 doesn’t define “chilled water supply”, so ask ST which table applies before relying on Table 2.

What the person in charge of an office building must do

The Act sets the duties and the Energy Efficiency and Conservation Regulations 2024 say when and how. The first three bind every building in scope. The two-star minimum does too, but whether it still does where the person in charge is also an energy consumer is open (below). The audit duties start only if ST issues a written notice of non-compliance.

DutyWhenRule
Apply to ST electronically for an energy intensity labelFirst within 30 days after 1 year from ST’s notice under section 3(4); then every year, within 30 days before the current label expires.reg. 11(1)–(3)s. 10(1)
Pay the fee with each applicationRM100 a year. A late application attracts a late fee of RM100.Schedule, items 1–2reg. 11(4)–(5)s. 10(2)–(3)
Display the label in a conspicuous part of the buildingAt all times. A label is valid for up to 1 year.s. 11(1)reg. 11(6)
Keep the building at 2-Star or betterEvery year, from the fifth year from the year the first label was issued.reg. 12s. 13(1)
Have an energy audit carried out by a registered energy auditor (REA)Only after ST’s written notice of non-compliance.s. 13(4)–(6)
Submit the energy audit report with an energy efficiency improvement planWithin 1 year from the date of the notice of non-compliance.s. 14(2)s. 15(1)–(2)
Implement the plan once ST approves it, or revise it if ST refuses itAs approved; a refused plan is revised as ST directs.s. 15(3)–(6)

Section 16: where the person in charge of the building is also an energy consumer under the Act, sections 13 to 15 don’t apply. They hold the last three duties above and section 13(1), under which the two-star minimum (reg. 12) is made. Applying for and displaying the label (sections 10 and 11) still apply, alongside the energy-consumer duties. Whether reg. 12 still binds such a building isn’t stated: ask ST.

Maximum penalties on conviction

OffenceUp toRule
Not displaying the labelRM50,000s. 11(2)
Altering or forging a label, or knowingly using or displaying an altered, forged or expired oneRM50,000 or 2 years’ imprisonment, or boths. 12(2)

Applying late isn’t an offence: it costs the late fee (section 10(2)).

2R’s director is a Registered Energy Auditor (JTB-2025-0051).

How it works

  1. Add up the energy the building used over twelve consecutive months: electricity, natural gas and any other energy or energy resources consumed for heating, cooling, lighting and other building operations (GP/ST 48 para. 3).
  2. Convert each to gigajoules (GJ) with the coefficients in GP/ST 48 Appendix A (table below).
  3. Divide the total by the GFA: BEI = energy consumption (GJ) ÷ GFA (m²), in GJ/m²/year (para. 5.2, Equation 1).
  4. Find the band in Table 1, or in Table 2 for an office building with chilled water supply (para. 6.2).

The office-building formula uses energy and GFA only. Occupancy, operating hours and Cooling Degree Days aren’t adjusted for: GP/ST 48 lists occupancy and Cooling Degree Days among the factors that may apply depending on the type of building (para. 3), and neither appears in Equation 1.

Conversion coefficients used (GP/ST 48 Appendix A)
EnergyCoefficient
Electricity from the supplier (kWh)0.0036 GJ/kWh
Solar PV electricity used in the building (kWh)0.0036 GJ/kWh
Chilled water supplied to the building (RTH)0.01266 GJ/RTH
Chilled water supplied to the building (kWrh)0.0036 GJ/kWrh
Natural gas (MMBtu)1.055 GJ/MMBtu
Natural gas (m³)0.047233 GJ/m³
LPG (kg)0.045544 GJ/kg

Appendix A also lists steam, hot water, coal, biomass and other fuels that office buildings rarely use. It has no row for diesel, so the calculator leaves diesel out.

What the texts leave open: confirm with ST

  • When Table 2 applies: “chilled water supply” isn’t defined, nor how a building partly supplied with chilled water is rated.
  • How a building with offices and other uses, such as shops, a hotel or homes, is treated.
  • Which twelve months a label is based on: a calendar year, or the twelve months before the application.
  • How “the fifth year from the year” of the first label is counted: whether the two-star minimum first applies four or five years after the year of the first label.
  • How solar PV electricity exported to the grid is treated: GP/ST 48 has no rule for it (the energy-consumer guideline, GP/ST 44, leaves exports out).
  • Whether the two-star minimum (reg. 12) still binds a building whose person in charge is an energy consumer: section 16 disapplies section 13 but doesn’t mention reg. 12.
  • Whether the late fee is paid on top of the application fee or instead of it.
  • Which documents a label application needs: the Regulations leave that to ST (reg. 11(5)).
