EECA 2024 deadlines calculator

Under Malaysia’s Energy Efficiency and Conservation Act 2024 (Act 861), an energy consumer’s deadlines start from the date of Suruhanjaya Tenaga’s written notice. Enter that date to see when each duty falls due, counted the way ST’s own timeline example counts.
Your dates

The notice under section 3(3) of the Act saying that the Act applies to you.

Leave empty to plan with the last day allowed.

Leave empty to plan with its due date. The next report counts from the day you actually submit.

Only if an appointed REM has left.

Runs in your browser. We don’t receive or store the figures you enter, and Microsoft Clarity’s recordings (only if you accept analytics) mask them.

Enter the date of ST’s notice to see your deadlines.

An estimate for planning, not a legal determination. Your notice, the Regulations and ST decide the real dates: confirm them with ST, your REM or a registered energy auditor.

EECA 2024 deadlines for energy consumers

The Act sets each duty and the Energy Efficiency and Conservation Regulations 2024 set when it is due. Three clocks start at ST’s notice; the others start when the REM is appointed, when the last energy audit report is submitted or when a REM leaves.

For an office building, the person in charge has separate duties, such as applying for an energy intensity label every year, counted from the building’s own notice (section 3(4)). This calculator covers energy consumers.

Worked example: ST’s own timeline

Suruhanjaya Tenaga’s timeline example assumes a notice dated 1 Jan 2026, a REM appointed on 1 Mar 2026 and the first EA report submitted on 1 Sept 2026. Counted as below, the calculator gives the same due dates as ST’s chart:

ST’s chart labels a few of the February year ends a day off, or with a date that doesn’t exist; the calculator uses real calendar dates, and the due dates come out the same.

How the dates are counted

  1. The start date is day 1, as in ST’s example: a notice dated 1 Jan 2026 plus 3 months ends on 31 Mar 2026.
  2. “Within 30 days after” a period starts the day after it ends: a year ending 28 Feb 2027 gives 30 Mar 2027.
  3. When the end month is too short for the same date, we take its last day and end the day before, the earliest possible reading: 30 Nov 2026 plus 3 months ends on 27 Feb 2027.
  4. Every anniversary counts from the original date, never from the end of the year before.
  5. Periods in days count the start day as day 1 too: a REM leaving on 1 Jun 2027 means notifying ST by 14 Jun 2027. Counting from the next day would give one day later; we show the earlier date.
  6. Plain calendar dates: weekends and public holidays aren’t skipped, as the texts don’t say they are.

What the texts leave open: confirm with ST or your REM

  • Neither the Act nor the Regulations say how to count a period. If the start day were left out, every date would be one day later.
  • Whether “the date of the written notice” is the date printed on it or the day it is served (section 66 of the Act). We use the date on the notice.
  • If the REM is appointed late, whether the EnMS and EE&C dates still run from the actual appointment. A literal reading says they do, and so do we.
  • Whether a new REM, after one leaves or after an external REM’s term, restarts the EnMS and EE&C cycle. ST’s example counts from the first appointment, and so do we.
  • Whether an external REM must also be appointed within the 3 months for appointing a REM. We show the same date.
  • Whether an EA report submitted before its fifth year counts, or restarts the five-year cycle.
  • Whether an exemption application only has to be made within its window, or also decided by then. ST approves it at its discretion (section 9(4)).
  • No time limit is stated for notifying ST of a REM’s appointment (reg. 4(3) and 6(2)).
