The Energy Audit Conditional Grant (EACG) of the Sustainable Energy Development Authority (SEDA) Malaysia gives owners of commercial buildings and industrial installations financial assistance to have an energy audit done at their premises. For 2026 it runs under the 13th Malaysia Plan (RMk-13). A building or installation can apply if it uses at least 100,000 kWh a month and has never received the EACG under RMk-11 or RMk-12. The audit must be carried out by an energy service company (ESCO) registered with Suruhanjaya Tenaga (ST), and grants are disbursed on a first-come, first-served basis as applications are approved.
SEDA decides who gets the grant, not 2R. SEDA Malaysia approves applications and sets the grant amount. 2R Control Automation is an ST-registered ESCO: we carry out energy audits, but we can't approve or promise a grant. Everything below is as published by SEDA, checked 16 October 2026.
What the grant is for
SEDA lists five objectives for the programme:
- financial assistance for building and installation owners to do an energy audit, so that they can implement energy saving at their premises;
- promoting energy audits to establish the current energy consumption baseline and identify potential energy savings;
- a platform for assistance and facilitation, so that commercial building and industrial installation owners implement energy saving in a systematic way;
- capacity development in energy management for the commercial and industrial sectors;
- awareness of energy management among premises owners in Malaysia, to save energy and operating cost.
Who can apply
SEDA's page sets two eligibility criteria:
- A commercial building or industrial installation with energy consumption of at least 100,000 kWh a month.
- It has never received an EACG under RMk-11 or RMk-12.
For scale: 100,000 kWh a month is 1.2 million kWh a year. That is a fifth of the EECA 2024 threshold of 21,600 GJ, which is about 6,000,000 kWh a year if electricity is the only energy used. So a building can qualify for the grant without being an energy consumer under the Act. Our EECA 2024 guide explains who the Act covers.
The main conditions
SEDA states three main conditions:
- The applicant (the owner) must appoint an ESCO registered with Suruhanjaya Tenaga, as listed in ST's ESCO directory.
- The owner must assign the ESCO to conduct the energy audit within two months after signing the contract with SEDA Malaysia. SEDA can confirm how the two months apply to your contract.
- The owner must implement part of the proposed energy saving measures within three years after the energy audit. SEDA adds that owners are free to contact it for facilitation, advice and strategy on implementing the measures.
Because an ESCO has to be appointed, and the two months start when the SEDA contract is signed, it helps to choose your ESCO early. SEDA's page also links its energy audit guides and report templates for the commercial and industrial sectors.
What else applicants get
SEDA lists these other benefits for applicants:
- free energy management and energy audit training;
- free guidance, facilitation and advice from SEDA Malaysia after the energy audit, during the implementation period;
- a potential link to offers from a government agency to implement energy savings with no capital expenditure;
- free access to SEDA's Building Energy Data Online System (BEDOS) for routine monitoring of energy use and carbon emissions;
- potential recognition under SEDA's GreenPASS low carbon building assessment, Suruhanjaya Tenaga's Building Energy Index (BEI) labelling, the National Energy Award and the ASEAN Energy Award.
For the owner, SEDA expects lower operating energy costs once the Energy Saving Measures (ESMs) advised in the energy audit report are implemented.
How much the grant is
SEDA sets the amount of grant that can be applied for and publishes it on its EACG page. We don't repeat the figure here, so that you always see SEDA's current one: check it there, or ask SEDA, before planning your audit budget.
Who runs it
- Coordinator: the Energy Commission (Suruhanjaya Tenaga, ST)
- Executing ministry: the Ministry of Energy Transition and Water Transformation (PETRA)
- Implementing agency: SEDA Malaysia
How to apply
SEDA takes applications through its online application form. Its EACG page also has the process flow chart and the briefing slides and video. Questions about an application go to SEDA Malaysia.
Where 2R fits in
2R Control Automation is a Suruhanjaya Tenaga registered ESCO (BIL ESCO 204(2019)/149/2023), listed in ST's ESCO directory, so it is one of the ESCOs an EACG applicant can appoint for the audit. Its team includes Registered Energy Auditors under EECA 2024, among them its director (credentials), and its company profile describes 2R's energy audits as following the SEDA EACG work scope (projects).
Talk to us about an energy audit for your building or plant. SEDA decides on the grant itself.
This article summarises SEDA Malaysia's EACG page as published by SEDA, checked 16 October 2026. SEDA may change the programme, its conditions and the grant amount: check its page before applying. 2R Control Automation is not part of SEDA and doesn't approve grants.
